Short answer: for a Singapore SME with 10 to 25 employees, a core HR package covering payroll, leave, claims and attendance can cost under S$3,000 in Year 1 once setup is included, and less in the years after. The monthly rate is only part of the bill. Setup, training, support and GST decide the real total.
This guide sets out the cost lines in an HR software quote, how to calculate them, and three worked examples using OpensoftHR’s published SaaS Starter rates. OpensoftHR is the HRMS arm of IT Infinity, which has operated for more than 30 years.
Editorial disclosure: This guide is published by OpensoftHR. OpensoftHR figures were reviewed on 2 November 2026 and exclude GST unless stated. Other vendors’ prices change often, so they are not quoted here. The checklist below can be used to get comparable quotes from any vendor. Prices, inclusions and grant terms can change.
The cost lines in any HR software quote
A low monthly price can still produce a high first-year bill. Each vendor should quote the lines below separately, for the same scope.
| Cost line | What a buyer should ask |
|---|---|
| Per-user or per-module rate | Is it charged per employee, per module, or both? Does “employee” mean all staff or only active ones? |
| Minimum fees | Is there a minimum number of users or modules? Is billing based on a higher headcount than the company has? |
| Setup or implementation | Is it one-time or per module? What does it include? |
| Training | Is training included, charged by the hour, or limited to video guides? |
| Data migration | Who loads existing employee, leave and payroll records, and at what cost? |
| Support | Is support included? Who can be reached after go-live? |
| Maintenance or renewal | What is the Year 2 cost, and can the rate rise at renewal? |
| Add-ons | Are the AI assistant, attendance app and reporting included or extra? |
| GST | Is the quote shown before or after 9% GST? |
A quote that leaves several of these lines blank is not yet a price.
OpensoftHR SaaS Starter: how the price is built
SaaS Starter is designed for companies with roughly 10 to 25 employees. The structure is simple:
- S$2 per module, per employee, per month, billed annually.
- Minimum of 2 modules. Payroll is always included. The other choices are E-Leave, E-Claim and Time & Attendance.
- Employee Management and Employee Self-Service (ESS) are bundled at no extra charge.
- Four modules cost the same as three (S$6 per employee per month), so the fourth module is effectively free.
- S$800 one-time setup fee, charged once and not per module.
- Training is by video guides only. Live training is not included.
- Companies under 10 employees can proceed and are billed as if they had 10.
- 9% GST is added on top.
Job Costing, E-Roster and Appraisal are not part of SaaS Starter. Businesses that need them should look at the Enterprise and Premium routes below. The SaaS pricing calculator shows a quote for any headcount and module mix.
Three worked examples (SaaS Starter)
Year 1 total = S$800 setup + (rate per employee x employees x 12). Year 2 onward has no setup fee.
| Scenario | Modules | Rate per employee per month | Year 1 before GST | Year 1 with 9% GST | Year 2 onward before GST | Year 2 onward with 9% GST |
|---|---|---|---|---|---|---|
| 10 employees | 2 (Payroll + E-Leave) | S$4 | S$1,280 | S$1,395.20 | S$480 | S$523.20 |
| 15 employees | 3 (Payroll, E-Leave, E-Claim) | S$6 | S$1,880 | S$2,049.20 | S$1,080 | S$1,177.20 |
| 25 employees | 4 (all four modules) | S$6 | S$2,600 | S$2,834.00 | S$1,800 | S$1,962.00 |
Two points stand out. First, the one-time setup fee makes Year 1 the most expensive year per employee. For the 10-employee example, Year 1 works out to about S$10.67 per employee per month, falling to S$4 from Year 2. Second, adding a module can cost nothing extra. In the 25-employee example, moving from three modules to four leaves the monthly rate unchanged.
Companies above 25 employees still receive a normal SaaS Starter quote at their actual headcount, though Enterprise may fit better.
When Enterprise or Premium fits better
SaaS Starter covers the everyday modules. Other routes suit wider requirements:
- Enterprise: packages for businesses that want broader scope and implementation support. The SMEs Go Digital listing reviewed for this guide shows Enterprise at S$4,700 before grant and Enterprise + Attendance at S$5,900 before grant. These cover a one-year package, and maintenance fees apply. Package inclusions and GST are set out in the current listing and in the quotation.
- Premium: customised requirements, such as Job Costing for construction, marine and engineering projects, rostering across sites, or integrations. Pricing depends on the agreed scope.
Grant support
For OpensoftHR, eligible businesses can receive up to 50% grant support under the EDGE grant. Eligibility, the package chosen and the applicable conditions all affect the outcome, so each should be confirmed before budgeting. The EDGE grant page has current details.
Five ways to keep HR software costs predictable
- Fix the scope first. List the modules needed now and those likely to be added within a year.
- Ask for Year 1 and Year 2 totals. Setup fees distort Year 1, and renewal terms decide Year 2.
- Check what “employee” means. Some pricing counts every record, while others count active staff only.
- Count the cost of support. If training or post-go-live help is charged by the hour, a realistic estimate belongs in the total.
- Compare like for like. A cheaper quote that leaves out attendance, claims or an AI assistant is not cheaper.
How OpensoftHR’s AI-powered HR Assistant fits into cost
OpensoftHR’s AI-powered HR Assistant, AIME, works off live payroll, leave and attendance data. It is included, not a paid add-on. Whether an assistant is bundled or charged separately is a cost line worth asking every vendor about.
Frequently asked questions
How much does HR software cost per employee per month in Singapore?
It depends on the number of modules and the vendor’s pricing model. For OpensoftHR SaaS Starter, the rate is S$4 per employee per month for two modules and S$6 for three or four modules, billed annually, before GST.
Is there a setup fee?
OpensoftHR SaaS Starter has a one-time setup fee of S$800, charged once and not per module.
Do the prices include GST?
No. Prices in this guide exclude GST, and 9% is added to reach the amount payable.
Can a very small company buy HR software?
Yes. Companies under 10 employees can proceed on SaaS Starter and are billed at the 10-employee minimum. Free DIY tools are also available through the free HR processes checklist.
Is there a monthly contract?
SaaS Starter is billed annually. There is no monthly option.
Conclusion: compare totals, not rates
The cheapest monthly rate is not always the cheapest system. The comparison that holds up is the Year 1 and Year 2 total for the same modules, headcount, training and support. For a wider view of the market, see the guide to the best HR software in Singapore for SMEs.
